Definitely dear there is no problem to apply for civil services exam means if you are using contact lens on your eyes then also there is no tension and you can easily apply for this exam
You are pursuing final year of your graduation so that you are eligible to apply for civil service prelims exam and the dates would be announced soon by the UPSC board and prelims exam is going to be conducted at - 19th of may 2013 so that you have very less time to prepare
Age should not be less than 21 years and more than 30 years and relaxation in upper age would be provided to reserved category candidates as per government standards
5 years upper age relaxation for SC/ST and 3 years upper age relaxation for OBC category candidates
Examination Pattern and Selection Procedure :
Preliminary exam - This would be an objective type paper in which two papers would be conducted for 400 marks and qualifying in both papers is most necessary for every candidate
Mains examination - This would be a conventional type paper in which you would have to qualify 9 various conventional type papers and all 9 papers contains 2000 marks and you will have to choose any two subjects in the mains exam during to application and the list of mains subjects is following

You are using contact lens .. then there's not any problem.. But go through the criteria by the way.
Eye Vision criteria:
High Grade Colour Vision.
Binocular Vision.
Refractive Error Permitted-
Total Amount of Hypermetropia(including cylinder) shall not exceed plus 4.00D
Total Amount of Myopia(including cylinder) shall not exceed minus 4.00D. However, if its a non-pathological case of myopia, it can be relaxed.
Spectacles allowed but no mention of lasik. Therefore, lasik (Laser-Assisted in situ Keratomileusis, commonly referred to as laser eye surgery) is not allowed.
(Mr. Karthic IAS who cleared for IPS about 2yrs back had a myopia of -14 and another gentleman who got selected last year had a myopia of -7)
So, you don't worry.. just focus on your preparation.
