yes, Distance Education students can apply for UPSC exams but the condition is that your college or university must be recognized from where you have completed graduation.

If the Distance Course is recognized by the UGC as a degree course then you are eligible for the UPSC exams..
Here is the eligibility criteria for most of the UPSC exams:
1. Educational Qualification: A graduate degree from any stream from a recognized university..
Final year students can also apply.
2.Age Criteria: 21-30 years
there is age relaxation of 3 years for OBC category and 5 years for the SC/ST category..

distance student eligible for the exam. if he passed the graduation from the recognized university which is approved by the ugc/aicet. the percentage of marks is no matter for the exam.

yes dear distance students are also eligible for upsc exam if they fulfill the eligibility criteria for a particular upsc exam.
according to their qualification they can apply for different exam under upsc in which they are interested.
for several upsc exam they can get age relaxation if they are sc/st or obc aspirants .
all in all every student or person who is a citizen of India after fulfilling the eligibility criteria can apply for a upsc exam with any consideration of where is he/she from.
