To become an IPS Officer you have apply to the Civil Services Exam(CSE).
UPSC conducts the CSE,once in a year to make recruitments to various posts like IAS,IPS,IFS,IRS,etc.
Selections are made for a total of 24 services/posts depending upon the vacancies in a particular year.
After clearing CSE you can get the desired post based on your rank in the Final Merit list.
Eligibility For CSE :
Age Limit :
General Category-21-30yrs on 1st August of the year of exam
OBC-21-33yrs
SC/ST-21-35yrs
Educational Qualification :
Minimum educational qualification to appear in the CSE is,
A Degree in any discipline from a UGC/AICTE recognised University.
Final year appeared/appearing candidates can also apply on provision only.
Attempts :
General Category-4 times
OBC-7 times
SC/ST-Unlimited times
Physical Requirements for IPS :
Vision
6/6 or 6/9 distant vision for good eye.
6/12 or 6/9 for worst eye.
You should not be suffering from color or night blindness.
Height
Male - 165 cm for General/SC/OBC candidate and minimum of 160 cm ST.
Female - 150 cm OBC/SC/General candidate and 145 cm ST.
Chest
Male Minimum 84 cm. Expansion 5 cm.
Female Min 79 cm Expansion 5 cm.
If you meet all the above physical requirements for becoming an IPS Officer, your childhood operation need not pose any difficulty for you.

May be No because I feel you should be physically fit and I don't think so it is going to effect your selection in IPS.

Yes, dear it will be very effective in physical test. But if your kidney will be good according to physical test then may be your chance come in the UPSC selection procedure.

Friend, it is good to know that you are willing to join Indian Police Service (IPS). As you have mentioned that you have been operated in kidney in your childhood. So it is long span of time. And it is expected that you have well healed and recovered from the ailments. If you have not any problem presently in normal life, then there would be no any problem.But I am not a medical practitioner to give you exact medical advise. So it is better for you to consult any nephrologist in this regard and brought the entire matter into their notice and take the advise from him.
