Of course you can apply for the ias exam when you will appear in last semester or last year examination of your university. You can apply for the exam at www.upsconline.nic.in.

Also you can apply for ies examination engineering services examination which is conducted by upsc for engineering students. You can also apply for the exam at www.upsconline.nic.in. For IAS/IPS exams you can get the job of Indian Administrative Service like DC Deputy Collector or DM deputy Magistrate and for IPS you can get Superintendent Of Police i.e. SP etc.

For IES examination you can get the job of Railway Engineering Stores, Central Engineering Services etc.

The eligibility criteria for appearing in UPSC exam is Graduation in any stream from a recognized university.

The Age limit for UPSC exam is 21 to 30 years on 1 August of Exam Year i.e. If you are appearing in 2012 UPSC exam then your age should between 2 August 1982 to 1 August 1991.
