hello friend if you are belongs to general category then no you can not appeared UPSC EXAM because in 25 JAN 2013 you will completed your 30 years.
AGE LIMITS:-
general = for general age should be 21 to 30 years 1 aug 2013
obc = for obc 3 years relaxation so age should be for obc 21 to 33 years.
sc/st = for sc/st 5 years age relaxation so age should be for sc/st 21 to 35 years.

The maximum number of attempts restriction is effective from the examination held in 1984. In case other eligibility conditions apply:
- General candidates: four attempts.
- Scheduled Caste and Scheduled Tribe candidates: No restriction.
- Other Backward Classes: seven attempts.
Since you are from General catagory,you must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
If you fulfill the above criteria,then you can sit in the exam given that you have not appeared for it for 4 times.

Your Date of Birth is 25 January 1983. As per UPSC Rules candidate age should be between 21-30 years on Ist August of the year for General category.
So dear in 1st August 2013 you will be above 30 years.
Therefor, if you belong the General Category, then you can not apply for upsc exam.

sorry dear you are not eligible for CSAT exam, because on 1 Aug 2013 your age is more than 30 year so you crossed the
above age limit that's why you are not eligible for this exam

candidate who are belong from OBC category can give this exam at the age 21 to 33 year
candidate who belong from SC/ST category can apply this exam at the age 21 to 35 year
