    Hello Friend,
You don't have to be worried about this. UPSC always judge the quality of knowledge in it's every kinds of Exams or Interview. So after getting a success in written entrance , You will b called for Group Discussion and Personal Interview with other Entrance procedures. As You are telling you will not be categorized in handicap list , You can go for the entrance by using your hearing Aid during Interview.
But to avoid any kind of problems at the time of Your Interview, You 've to take all Your Medical report regarding Your hearing problems. It'll be checked by the verification Officer.
So all the best for Your Entrance.
    Have a nice time ahead.
