Yes you can appear for the Civil Services Exam if you satisfy other eligibility criteria also.
There is only one requirement that you have to be all clear and should be having your result if you are selected for further rounds.
Since all the candidates selected for further rounds have to verify all the documents first.

If you are pursing final year of your degree and having ATKT in your second year then you can apply for this exam means you are eligible for UPSC preliminary exam because there is no record of your previous 2 years required in UPSC exams that you should have passed 2 years of your degree successfully but the UPSC board allows those candidates who are pursing final year of degree or awaiting for result or appearing for final year of the degree and ATKT - Allowed to Keep Term shows that you are eligible to qualify your backlog papers again in the next session of that semester so you can apply for this exam.
If you qualify in the preliminary exam then you must be qualified in your all semesters of the degree before applying for mains exam otherwise you would not be allowed for next exam at all.

yes sure you can apply for UPSC Preliminary exams.
but make sure that you should have to cleared your 1st and 2nd year properly.
BECAUSE final year appearing students can also apply for UPSC EXAMS but they should have cleared all past back.

You are eligible for the exam but condition is that the when you are appear in the final step, interview round then you have the degree or the final year certificate (both three years certificate).
The Preliminary exam is held in the month of the May and mains exam is held in the month of the October/November.
The age limit for the exam is the 21 to 30 years for the unreserved category.
Age relaxation for the reserve category.
3 years for the OBC category and 5 years for the SC/ST category.

yes Dear you can give IAS exam in the final year of your BBA.
The ATKT in any year is doesn't mattar for CSAT exam. only you are graduate or appearing the final year then you can apply for this exam.
only those candidate are eligible this exam whose age in between 21 to 30 year and he/she complete or appearing the last year of their graduation
3year age relaxation provided to OBC candidate an d 5 year relaxation provided to SC/ST candiate
