    Hello

As you want to attend the UPSC exams then it is important to have the graduation degree ,and there is no other way.
All the exams that is conducted most of them are of graduation level.

Now it is important to have the degree,as you left the study in between then the best way is to again visit the college officials and ask them for one year,as you have studied in the college before, you must have papers to prove that.

The best way is to ask them to manage the staffs related to you,now you must understand that you will have to get the degree in order to apply for the exam,so the only way left with you is that you will have to meet the college officials and ask them to help you in this matter, otherwise , outsider it is going to be much more difficult.
