Yes, Dear you are eligible for Civil Services Exam, being appearing in final year exam.


Candidate who have appeared for the qualifying examination and are awaiting result are also eligible for the Preliminary Examination.

All such candidates who qualify to appear for the Civil Services Main Examination must produce proof of having passed the said examination along with their application for the Main Examination.

Candidate should be between 21-30 years.
For SC/ST 21-35 years
For OBC 21-30 years

Attempts

For General candidates 4 Attempts
For OBC Candidates 7 Attempts
For SC/ST Candidates No limits

Yes you are fully eligible for the civil services exam. because final year appearing candidate are also eligible for UPSC civil services exam.

Other eligibility criteria is

must be graduate from recognized university in any stream(% doesn't matter)

AGE
general 21 to 30
obc 21 to 33
sc/st 21 to 35

no of attempts

general 4 attempts
obc 7 attempts
sc/st no limits till age 35
