In an optimistic way everything is possible, but practically is it really possible for an average student to become an IAS officer even with lots of hardwork?

You can do it for yourself in the basis of your own efforts.
First of all you have to go through the Question Pattern for which exam you want to appear. You can download and print Previous Years Question Papers at www.upsc.gov.in

NCERT books are best for the basic knowledge because it covers full syllabus of UPSC.

You can also practice more and more MODEL Question Papers from a sample paper by which you can experience to the Questions coming in UPSC exams.

Good Question , now tell me what make's you an average student and the guys( whom you think smart ) intelligent ?
My dear you are creation of your own thinking and action's ; so it's not like that some one who got good marks than you in certain exam is intelligent and you are average ........ this result just shows that you didn't worked hard enough or smart enough to be on the top ; maybe you have tendency of procrastination or day dreaming or you have no motivation to that work .
I will only say one thing to you - it's you who decides what you will be and when once decided don't let yourself fail and remember there is no substitute for hard work and honesty................

It is more important to motivate yourself ,strive hard and give your best shot rather than think later in your life that could not become what you aspired because you were unable to put in the required effort.

So Struggle.Stretch yourself to your max potential .And ,remember never give up .
