    dear aspirant,

for the post of IAS or IPS you have to write Civil Services exam that is conducted by UPSC every year.
for Civil Services you are required only graduation in any discipline. there is no bar of percentage of marks. So you need not to worry about that.you can also apply for the exam while pursuing in final year of graduation. for Civil services your age should be within the limits of 21 years to 30 years. there is also applicable relaxation in upper age of 3 years for OBC and 5 years for SC/ST candidates.

you have to apply for the exam online on following official link of UPSC:

For ex servicemen there will be 5 years of age relaxation.
If OBC then you can get the relaxation of 3 years.
If you are SC/ST then 5 years of age relaxation will be there for you.
    Examination pattern is as follows-
-CSAT stands for the civil services aptitude test which is also said to be the preliminary exam that need to be qualified if want to go for the MAINS examination.
In CSAT there will be 2 papers in the same day and you need to qualify both to go ahead.
Papers will be consist of the 200 marks each that will be 400 masrks for bothof them.
-Mains examination requires 9 examination to be cleared and there will the choice for the optional subject also.
There are 9 papers total marks will be 2000 for each of them.
