No, all colleges or universities are technically a non-profit organization.
It means they cannot earn money legally through colleges or universities.
Because of this reason they do not provide integrated coaching for IAS aspirants.
Graduation is a general course and students can choose any of the hundreds of field available to them after completing their degree.
So it will be restricting students to a specific field if they provide integrated coaching.
This is another reason not to do so.
You have to manage separate coaching only.
If you have guidance available then coaching may not be required.

I am sorry to say but there is no university/ college which can provide you the degree as well as the coaching for the IAS exam at the same time.
If you wish to prepare for the IAS exam along with your graduation then it is advisable that along with your graduation you should join the coaching institute for your preparation for the IAS examination.
