First of you should specify which for which exam you want to get the details. For your information there is no such exam as UPSC exam. UPSC is a government body which conducts various exams like
Civil Services Exam (IAS, IRS, IPS)
Engineering Services Exam (Civil,mechanical,electrical, electronics engg)
IFS Exam (Forest Services)
CDS Exam (Combined Defence Services)
ISS Exam (Statistical Services)

And all these exams are held throughout the year and the notification is available on the official website.

The Basic eligibility criteria for maximum exams are:
The candidate should have a degree in any discipline from university recognized by UGC. Final Year students can also apply.
The candidate should be Indian
The age limit is 21-30 years

UPSC conducts various competitive exams at the undergraduates and graduates level through out the year.
UPSC declares its exam dates on its website for various exams and publishes a exam calender to give the schedule of exams to be held.
UPSC exam cladender for 2013 gives the tentative exam dates for exams being conducted in 2013.
UPSC Civil Services Exam 2013 exam notification are expected on 02.02.2013 and last date of application
is 04.03.2013.The Prelims/CSAT exam date is 19.05.2013 and Mains exam date is 08.11.2013.

Yes UPSC exam held every year.
NDA and CDS exam held two times in a year.For NDA exam ,Qualification must be 12th.Age must be between 16 1/2 to 19 years.
For CDS exam ,Qualification must be graduate.Minimum age -19 years and Maximum age - 24 years.
And other exam conduct by UPSC are following -
Indian Police Services.
Indian Revenue Services.
Indian Administration Services.
SCRA.
