    Dear candidate,
The application forms of the exams conducted by the UPSC are not available at all the post offices.
So its very important that you start filling the form online as this is the easiest way.
You should visit the official website of the UPSC for filling the forms and even the regular notifications.
The forms are filled in two parts-
Firstly you have to get the challan and pay the application fee.
Then you need to submit your scanned signature and photograph.
    Good Luck.

Re: From where to get the Application form of IAS, If it is not available in Post office?

    Dear,
The UPSC has stopped providing the CSAT OMR forms to the post offices from the current years and started the online application facilities. so for the CSAT examination, You have to fill the forms in online. And it is very easy and you can also apply it at any time during the stipulated dates. Therefore You have to visit the official website www.upsc.gov.in and apply it online. The new advertisement will be published at the time of December last 2012 or January first week of 2013. At first you have to keep your scanned photograph and signature. The way of filling the forms are followings:-
first part is called Part 1 registration where you will fill your details bio-data. After the first part registration , a computer generator bank challan form of RS.50.00(if you are non-exempted candidates) will be produced and you have to deposit the money at your nearest SBI and collect the journal no.. Then You can start the 2nd part registration where you have to submit your recent photograph and signature. Then click on to the submit button. That's all.

Re: From where to get the Application form of IAS, If it is not available in Post office?

there are two way for filling the application form for the upsc examinations .
by post application or by online application

as in your case the form for the upsc civil services examination are not available at the post office
then you can follow the second option of application .

    for online applications

-you have log on to www.onlineupsc.nic.in where you will see the registration part I,
clicking on which you can fill the form easily.

-you have to fill the fee of the exam .
you can pay the fee through internet banking or by paying the fee to upsc through a bank branch using the pay in slip you can get from the registration I

-after filling registration part I you will have to fill registration part II in which
you have to fill the Transaction ID through which you have paid the fee for the exam.

-registration part II where you have to upload your photograph as well as your signature
then your form will accepted by upsc as you click submit option present at the bottom there .
