Dear Applicant,
- Sorry,but being a 2nD Year student in Biomedical Engineering,you will not be given the provision to get enrolled for the CIVIL SERVICE Exams conducted annually by the UPSC.
-The minimum educational qualification essential to appear the Civil Services is to COMPLETE YOUR GRADUATION OR EQUIVALENT,OR BE IN THE FINAL YEAR OF THE SAME.
Hence,you cannot apply in your second year.
-I would personally recommend you to keep your preparations up for the exams,and apply for it once you are in your 8Th Semester.
» The COMPLETE ELIGIBILITY CRITERIA of
the CIVIL SERVICE EXAMS are mentioned
below :
[01] NATIONALITY.
You must be a citizen of India,
or,You must very a subject of Nepal or
Bhutan,
or,You must be a Tibetan refugee settled
permanently in India before 1962.
[02] AGE LIMITS.
You must be 21 To 30 Years of age.
However,the upper age limit is relaxable by 5
Years for SC/ST and by 3 Years for OBC
Candidates.
[03] EDUCATIONAL QUALIFICATIONS.
You must have completed your Graduation or
Equivalent,from a recognized
university,with any subject or stream.
Final year students are also applicable.

Hi Friend!
First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
The answer to your question is NO.
UPSC doesn't allow you to sit in the CSE.
Only the final year and the passes out graduates are allowed to sit for the CSE

Upsc is conducting the civil services exam
For the post of the Ias officer
IAS Stands for the Indian Administrative services
And here is the criteria for the exam:
The candidate should be pass in graduation from a recognized indian university
And also a final year student eligible to write the exam
And the age should be between 21-30
And relaxation given to the sc,st is 5 years
And also relaxation given to the obc is 3 years

sorry to say you that you are not allowed to write for civil services examination.
Because the qualification needed for upsc civil services examination.
See the eligibility criteria and age criteria below, because both the criteria is fulfilled by you to become eligible to appear in the examination.
age criteria.
21-30 yrs.: For general (4 attempts)
21-33 yrs.: For obc (7 attempts)
21-35 yrs.: For sc/st( no any boundation)
qualifications needed:-
1. A candidate should be a graduate .and his graduation must bge with a govt. Recognized university.
2. A candidate must be an indian.

no dear upsc will not allow you right now as you are pursuing your 2nd year in Biomedical Engineering but you can apply for in your final year according to the new eligibility criteria for IAS examination.
Eligibility criteria for IAS exams is:
1.Graduation or engineering from a college under a recognized university.
2.Final year appearing students can also apply for the upsc exam.
3.Age limit is 21 to 30 years.
4.OBC and SC/ST category gets an age relaxation of 3 and 5 years respectively.

Selection procedure for IAS:-
To be an IAS officer you have to appear in Civil Service Examination which further consists of two parts.. namely:
1.Preliminary Examination
2.Main Examination
After this the has to go through an interview.
