First thing is you doesn't mention which exam information you want to know, you write only UPSC but UPSC is not a exam Dear , its a commission which conduct many exam in various sector.
I think you want to known about IAS exam detail.
IAS exam is also known as CSAT exam this exam is conducted by upsc once in a year.
For IAS exam there is no percentage limit in graduation only you are graduate from a recognized university you are eligibility.

Percentage is not necessary only graduation is necessary for giving the UPSC exams. Because mostly exams only base of graduation like IPS, IAS, IFS, CDS. UPSC not require of percentage marks of graduation according to this if you are pass class graduation then also you can apply for UPSC exams.

You just only need to have pass the exam,all the exams that is conducted by the UPSC does not have any percentage issue.

but it does not mean,that you can take it as simple as that.at least try to score 60%,so if upsc is not,you can other field.
now a days in any company ,they want 60% scorer in bachelor.so don't neglect that,concentrate on studies and try to clear all subjects as upsc does not take the candidates who has backlogs..

Your query is incomplete as you have not mentioned the name of the UPSC exam for which you want your eligibility.However for the UPSC examinations you just need passing % of marks in the qualifying examinations.
UPSC is the Union Public service commission.It is responsible for conducting large no of examinations every year.Some examinations have 10+2 as the qualifying exam while some has bachelor's degree as the qualifying examinations.
If you are 10+2 passed then you can go for following UPSC exam:
1.NDA/NA entrance exam:
>>Age limit :16.5 to 19 years
2.SCRA exam:
>>17-21 years
If you have bachelor's degree then you can go for the following UPSC exams:
1.Civil services examinations
>>the age limit is 21-30 years
