Hello,
IPS is categorised as technical service among civil services and requires high degree of physical fitness. The training process is rigorous and requires officers in good physical shape. The knee-knock persons are not considered for IPS. But, you can give civil services exam for other non-technical services which include even IAS.
Thanks,
