Yes you can apply the IAS exam after your graduation or in the final year of your graduation .The criteria for the UPSC exam is below :-> one should done their graduation or in the final year of their graduation from any recognized university .-> age limit for general cast is between 21-30 , 3 years relaxion for obc , 5 years relaxion for sc/st/ex-serviceman/physical handicapped .-> maximum 4 attempts are allowed for general cast , 7 fro obc , no limit for sc/st .So after your graduation you can apply for the exam .The exam pattern :1) preliminary exam2) main exam3) interview The final selection based on the marks available in the main exam plus interview .Preliminary exam consist two papers and one should pass this exam for qualifying for the next round .Main exam consists 9 descriptive type paper 1-Any language 2-english3-essay4&5-general study6&7-optional subject-18&9-optional subject-2The first two papers marks are not considered but one should pass this two paper compulsory .There are no other competitive exams you have yo pass before taking the IAS exam , you can directly give the exam .

-Being a second year student in Science stream,you are not eligible for the Civil Service exams conducted by the UPSC.
-You will be eligible for the exam only when you are in the final year of the Graduation,or you have completed it.
-Also,There is NO exam there to be cleared before appearing for the Civil Service exams,conducted for enrollment of candidates in prestigious posts of IAS,IPS,etc.
-The Civil Service exams itself are conducted in three phases,namely,
*The Preliminary Exams.
*The MainS Exams.
*The Interviews.
You will have to clear the preceding phase to proceed to the next.Only the candidates who qualify all the three phases with a great rank,are entitled with the post of IAS.
-The complete eligibility requirements to appear for the UPSC Civil Service exams are mentioned below-
# You must be a citizen of India,
or,You must be a Tibetan refugee settled permanently in India,before 1962,
or,You must be a subject of Nepal or Bhutan.
# You must be 21 to 30 years of age.The upper age limit is however relaxable by 5 years for SC/ST and ex-servicemen and by 3 years for OBC and physically disabled.

IAS is one of the Indian Civil Service exam and this exam is being conducted by UPSc and is held every year.
While pursuing 2nd year graduation you cannot apply for the IAS exam as regarding the education qualification needed for the exam.
There is nothing to be regarded about any other exam to join in as a IAS Officer as you only need to write the IAS exam to join in as a IAS Officer,
The education qualification needed for applying for the IAS exam is that the candidate must have completed a degree from a recognized university with a fair percentage.
You can be a gradaute of any discipline as it does not regard it is only needed that you must hold a degree.
Even final year candidate can apply for the IAS exam but as you are a 2nd year graduate you cannot apply for the exam right now.
It is better that you wait for 1 year and then apply for the exam as you will satisfy the education qualification needed for applying.

upsc required the graduation degree in any stream, but your university is approved by ugc/aicet.

eligibility criteria for UPSC exams you must complete or appearing in final year of graduation from recognized college or university. your age must be within 21 years to 30 years. And there is some relaxation in UPPER AGE limit for reserved category candidates.

Well upsc is conducting the Civil Services Exam every year for the post IAS,IPS
For the Exam The Required Criteria:
-The candidate should be pass in graduation from a recognized Indian University
-The Final year candidates students are allow to sit in the exam
-The candidate should be Indian
-The candidate age should be between 21-30
-Relaxation given to the reserve category candidates
-The age for obc should be 21-33
-For the sc,st it should be 21-35
And as you said you are a second year student
So sorry to say that you are not eligible
First either complete your graduation or in final
