There is no rule stating that an IPS officer shouldn't own a tuition center... They can own and they can teach UPSC coaching but they shouldn't discuss the question paper for UPSC exam with the student before the exam which will be a serious offence.... But there will be no time for an IPS officer to arrange a tuition...
