Here I've pasted what is written in the UPSC notification this year, we've to abide by these lines. The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification. Nationality plays a crucial role. According to my understanding, foreign degree holders are not eligible. As I have also checked UGC Act, 1956 which is completely for Indian nationals. No where it is clear that UPSC allows foreign degree holders and vice versa it is also not clear whether it rejects candidates with foreign degree. In this case it would be better if we interpret it as "UPSC doesn't allow candidates with foreign degrees", because the sentences used in eligibility criteria of notification is more towards that notion. Anyway, If you have any extra information regarding this please share with us, we would appreciate your efforts and add a new point to our understanding. Regards

Deleted in the interest of end user/result. Answer the query completely without leaving any part of it unanswered and be aware of multiple posting (may not be deliberately) but keep an eye on clicking submit button multiple times. We will delete all such answers under guideline violation i.e., manipulating point system.
Good to see your improved performance. +1 increment applied to your point system. Points will be further increased in the upcoming sessions based on answer quality. Try hard to improve that. One suggestion is, never copy paste whole syllabus in the reply window it doesn't look good and we are forced to delete the same. It is better to attach a text file of syllabus with your answer than copy pasting everything in the reply window. Regards
