There are some different rules for diploma holder candidates to apply for UPSC exams :

1. Diploma must have completed from a recognized board/university/institute

2. Diploma should not be lesser than 3 years of duration means should be equivalent as degree

3. Candidate must have secured the minimum required percentage marks in diploma which is required for various UPSC Examinations

4. Candidate must have completed his/her diploma in regular way means the diploma should not be as in private system

5. Candidate must have migration of the university from where he/she has completed the diploma

If you have above mentioned conditions means your diploma course follows these conditions then you can apply for this exam.

friend with the diploma in mechanical engineering you can not apply for the UPSC and MPSC exam.

To apply for the UPSC and MPSC exam you should be minimum graduation degree in any discipline university which is recognized by the UGC.

So friend first of all you should complete your graduation.
