    Hi Aspirant

No you can't choose English as an optional subject

As you have already english a subject

And it is a language subject

And as far from the point of view of the optional subjects

Better would be to choose your self

But as you are charted accountant so the better subjects would be

commerce and accountancy because you have studied both the

Subjects in your C.A Course and both of these are main subjects

    Are main in the course

    But all depend on you

Choose the subject which you like more

    Best of luck

    Dear friends,
~Being a Chartered Accountant, the best optional subject for you to opt for the Mains exams of the Civil Services is COMMERCE AND ACCOUNTANCY.
~The syllabus and contents for this subject won't be new to you.You must be familiar to the topics, and even know some through details.Hence,it would be easier to prepare for this subject as compared to the other subjects.
~AS PER THE SECOND PART OF YOUR QUESTION,YOU CANNOT SELECT ENGLISH AS ONE OF THE OPTIONAL SUBJECTS.IT DOES NOT FEATURES AMONG THE LIST.IT IS A LANGUAGE SUBJECT,AND ONCE YOU HAVE OPTED FOR IT IN THE LANGUAGE SECTION,THERE IS NO CHANCE OF CHOOSING IT AGAIN.HENCE YOU WILL HAVE TO CHOOSE A DIFFERENT SUBJECT.
~For the second subject I would recommend you to go for an ARTs subjects. The Subjects such as INDIAN HISTORY,PUBLIC ADMINISTRATION AND GEOGRAPHY are highly scoring. The success rates of the candidates with these subjects is far more than the others.
~Also, the Paper-1 of the Preliminary Exams basically consists of questions based on these subjects. It will help you to prepare for both the phases together.
-The final call is yours.Decide your subjects of interest and work hard on them.
    best of luck.
