To become a Collector for any District in India only way is Civil services examination conducted by Union Public Service..

You have another way to become collector is through GROUP I examinations conducted by your state public service commission.
State public service commission will conducts very rarely and after arising of vacancies for reputed department only.
But UPSC will conducts civil services examination once in every year but also increasing vacancies for every year....
