dear you can prepare well while studying in final year,
just manage you time for studies,
select a time in which you will study only for the preparation of time,
try to start your preparation with NCERT books
then make a time table for that time period and include every subjects in it and give appropriate time to each subjects ,
solve more and more practice papers .
    good luck

    Dear Aspirant

If you are starting the preparation for the exam first time

Then you need that your basics should be clear

And first you have to purchase some good books for the exam

And as g.k and english are compulsory subjects so you have

To study these subjects and for English you have to read the R.S Aggarwall Book

And for the g.k Read the Ncert book of history ,geography, economics of 8th to 10th

And after that take help from the lucent g.k book

And even can read daily news paper that's the best way

Also choose the optional subjects first

Means decide first the optional subjects that you are going to choose

And start working on those subjects

And make a time table and do proper time to each subject

and the second answer for your question is

Upsc is recruiting on the basis of cut off

If you have cleared the exam and then on the merit basis

They will give you the post and place

    Best of luck

If you want to start from scratch than its better to prepare one by one subject, as follows:- 1. English Grammar 2. Essay writing (read Editorial Columns of dailies) 3. General Studies (NCERT books from class viii to xii) 4. current Affairs- News papers, Competition Refresher etc. 5. For Optional Subjects- Read Degree level all books. don't refer many books for a single topic, just clear your concept.

start improving your basic konowledge in your choosed optionals, collect study material either ownself or from some correspondance courses.

    1. read NCERT books for GENERAl studies

    NO
,there is no such criteria put up by the UPSC to allow candidates on the marks basis in their graduation to appear for the CIVIL SERVICES EXAMINATION

HOWEVER later on final selection is based on the (PRELIMS+MAINS+PERSONALITY TEST) marks = MERIT ORDER for short listing of candidtes in available vacancies according to their preferences.
