Of course, you can appear in IPS and IFS exams while pursuing 3rd year B.Com. But be sure that you must have Degree in your hands before filling the form of Main Exams or above said Exams. and this is the only condition for those who appear for their Final year Degree. Following are the subjects for:- 1. PRELIMINARY EXAM:- PAPER-I:- i)Current events ii)History iii)Geography iv)Indian polity & Governance v)Economic & Social Development vi) General Science PAPER-II:- i) Comprehension ii) Interpersonal & communication Skill iii) Logical reasoning and analytical iv) Decision making and problem solving v) General mental Ability vi) Basic Numerical ability vii) English Language Comprehension Skills 2. Main Exam :- PAPER-I :- one of the Indian languages to be selected by the candidate from the Languages included in the 8th Schedule to the Constitution PAPER-II:- ENGLISH PAPER-III:- ESSAY PAPER-IV & v:- GENERAL STUDIES PAPER-VI, VII,VIII & IX:- ANY 2 OPTIONAL SUBJECTS So, carry on.

you are eligible for civil service exam (IAS,IPS,etc.,)
for IFS exam you must have bachelor degree with atleast one of the subjects namely animal husbandry & veterinary science, botany, zoology,chemistry,physics,maths, statistics,geology or agriculture,forestry or engineering.

I am appearing 3yr b.com final is it possible for me to appear for IPS and IFS Exams if it is possible than whats the procedure to apppear it and how many subjects are compulsory in both the field please let me know i will be very thankful for that..
