You need to satisfy following criteria to apply for the SCRA exam....

- You must have completed your 12th or equivalent under the recognized board.

- Your age must be between 17 to 21 years.

Relaxation in age ::::::

3 years for the OBC candidates

5 years for the Sc/St candidates

- You must have Physics and Maths in your 12th..

10+2 passed with second division with any one subject between mathematics and physics.

Age limit is 17 years and maximum is 21 years.

As you have completed civil engineering ,you are eligible,but you will have to check your age.

YES YOU ARE DEFINITELY ELIGIBLE FOR THE SCRA EXAM.

The educational qualification required for applying in the SCRA exam is that you must have passed 10+2 or any other equivalent exam with mathematics and any one subject between physics and maths with second division.

The diploma is nothing but equivalent to 10+2,even at some places diploma is rated high,if a candidate having a diploma is eligible for a job then a 9 out of 10 times the 10+2 candidate will also be eligible(expect some special cases),but if a candidate is eligible for a job with 10+2,then the diploma candidate is also eligible and that too 10/10 times.Although diploma is equivalent to 10+2,but is rated a little higher at some places.

As you have done diploma in civil engineering,then you must have studied maths,physics and chemistry through out your three year course,a engineering diploma always studies three subjects PCM,which is the base of engineering.

Hence you are very much eligible for applying.

Eligibility Criteria to apply for UPSC SCRA - Special Class Railway Apprentices Exam 2013 :

Candidate must have passed class 12th with physics and mathematics as a compulsory subject from a recognized board and any one of the - biology/chemistry/computer science

Age should not be less than 17 years and more than 21 years and relaxation in upper age as per government guidelines

Candidates those who have passed their bachelor's degree with physics and mathematics may also apply for this exam or those candidates who have passed first year of the complete 5 years engineering may also apply

No dear diploma holder candidates can't apply for it. Its eligiblity mention below:-

Should be passed 12th class.
Age should be 16.5-19 yrs.
Should be citizen of India.

SCRA means Special Class Railway Apprentice

SCRA exam is conducted By UPSC for recruitment in the railway field.

Eligibility criteria is
candidate Should have passed 12th with subject of maths and physics
appearing 12th candidate can also eligible for this exam

passing a diploma is not an eligibility to apply for upsc SRCA exam.

according to eligibility criteria to apply for upsc SRCA exam you need to pass 12th with PHYSICS,CHEMISTRY,AND MATHS as subjects
