Look if your university is recognized by UGC i.e university grants commision then you are eligible for the upsc exam otherwise not. Because only graduates from recognized universtiy are eligible for the exam.

Hello, Yes, offcourse dear you can apply basis of sociology degree from Chennai University bcoz UPSC conducts exam in all over India.
