yes a final year student is also eligible. I guess if you are in the final year then you would be gearing up for your 8th sem exams, try & do your best in this sem so as to increase your overall percentage of marks. As far as age is concerned you can give the exam till you are 33( as you have mentioned you belong to BC, otherwise 30 for general).
You are allowed a maximum of 7 attempts in the exam.
Being an engineer it would be better for you to take ECE as one of your optional paper or else you can choose any other paper depending upon your interest. There are many subjects which you can go for like Public Administration, Geography, History & given your science background you can also opt for subjects like Physics or Chemistry, rests depend upon your liking & the time you can spent on the particular subject.
    All the best

Eligibilty to appear in the UPSC civil services Exams:
    Graduation pass in any stream.
No minimum percentage of marks is required in Graduation.
So, if you just pass graduation and clear all your backlogs you can apply next year

But OBC candidates can apply till the gae of 33 years
You should be having OBC Non Creamy layer certificate

General candidates gets just 4 chances

In the Prelims exams there are two papers and both are common for all the candidates

In the Mains Exams below are the Compulsory papers for all candidates as per new Exam pattern:

Paper I This Paper will have two sections:
    Section 1: Essay 200 Marks
Section 2: English Comprehension & English Prcis 100 Marks

Paper II General Studies 1st Paper: 250 Marks (Indian Heritage and Culture, History and Geography of the World and Society.

Paper III General Studies 2nd Paper: 250 Marks (Governance, Constitution, Polity, Social Justice and International relations)

Papers IV General Studies III 250 Marks (Technology, Economic Development, Bio-diversity, Environment, Security and Disaster Management)
