Well dear for upsc application you need not to go anywhere as upsc has not given responsibility to any of the post offices to cell these forms.you should go to the official website of upsc and fill your application online and submit it.you should visit the official website of upsc(www.upsc.gov.in)

>> Note down your registration no. and click at part II registration and enter your DOB and registration no.

>> Upload your photograph and signature in scanned image and submit your application form

>> Print your application form and keep that safe and secure for future use
