yes, you can apply for various UPSC exams while appearing in final years of graduation.
you can apply for Civil Services, CDS, IFS, CPF etc.

Eligibility Criteria for UPSC exams:

1. You must complete or appearing in final year of graduation in any field from recognized college or university.

2. Your age must be within 21 years to 30 years and there is relaxation in upper age limit for reserved category candidates: 3 years for OBC and 5 years for SC/ST.

You are very eligible to apply for upsc exams because you are with your graduation. Your past academic records do not affect your eligibility
