by online method you fill the application form trough official website of the upsc.

for the premlim. exam u have to pay fee 50/- in any branch of SBI and get the bank challen as proof.
u have to communicate bank challen detail to upsc through on-line.. and have to submitted the copy of challen
be careful while filling online... abt ur centre and subject code.
after filling online application pay fee immediately unelse ur application form will be delete within the 2 week .. on the upsc site..

sorry friend this you cant apply because the time has been over.and to know various exams conducted by the UPSC go to www.upsc.gov.in and if you are a engineering graduate you can apply for Engineering Service exam and the last date for that is april 9 to apply in online.www.upsc.gov.in/exams/exams.htm in this website you can get the application form
