Hello,
First of all you have to complete graduation in any discipline then only you can apply for IPS Exam.
After that you can apply for Civil Services Exam Since Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.

You have to satisfy the basic eligibility criteria for Civil Services Exam mentioned below:
The candidate must hold any degree in any discipline from any recognized university. Final year degree students are also eligible
The age limit is 21-30 yrs
The maximum number of attempts for General category is 4
The candidate should be Indian
