    Hi Friend!
First, you need to know what is UPSC.

UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE).

CSE has a misnomer as 'IAS exam' or 'UPSC exam'.

The list of optional subjects for Civil Engineering are :

    Agriculture

    Management

    Animal Husbandry & Vetinary Science

    Mathematics

    Anthropology

    Botany

    Medical Science

    Chemistry

    Philosophy

    Physics

    Commerce & Accountancy

    Political Science & International Relations

    Economics

    Psychology

    Public Administration

    Geography

    Sociology

    Geology

    Statistics

    Indian History

    Zoology

So You need to select one subject from the shortlist above and one of the two optional subjects is Civil Engineering

I'd suggest you to go with Public Administration on the other because it has very less content to study.

You can have all the details abot the CSE at http://www.upsc.gov.in/

    I WISH YOU ALL SUCCESS
