    Dear Aspirant
As you are undergraduate, then you can surely apply for IAS exam..
because for IAS only graduation is eligibility criteria for qualifying
    in exam.
and also you can apply for exam even you are undergraduate, one thing you
must remember that there are only four chance for General Category,
    So keep this in mind.

    Dear Aspirant

Yes you can butbeing an graduate is the minimum educational eligibility criteria fixed by commission for appearing in the civil service examination from any recognised university. IIST Well known as Indian Institute of Space and Technology is known for its best undergraduate programs in Aerospace Engineering,Physical Sciences and Avonics. So you should not to be worry for applying to civil service examination as you have done your graduation that also from one of the best institutions.

But beside this keep in mind you satisfy minimum age criteria for appearing of 21 years for appearing in the civil services examination.
    All the best
