Friend, please note that an IPS Officer is required to be well physically fit in all respect. Candidate must not suffered from any critical or serious disease. And arthritis is a disease of bones in which joint of bones become painful and swollen. If you have arthritis at initial stage, then you may have the chance. But if the arthritis has reached at much advanced stage, then it is matter of concern. You should immediately consult a Orthopaedic in this regard.
