UPSC preliminary exam is multiple choice type. Question paper for prelims will be set in both English and Hindi. In case of compulsory English portion, questions are in ENglish only.
But since mains exam is an elaborate conventional type examination, UPSc has allowed the candidates to write in ENglish or any of the 24 languages prescribed in our constitution. THis provision is included, because UPSC wants to check the subject knowledge of the candidates in a particular subject, not the ENglish language skills. ENglish language skills are tested separately in a language paper. So you can definitely choose marathi medium to write your answers. But question paper will be set in ENglish and HIndi language only.
In Interview also, you can answer in marathi, you will be provided an interpreter during the interview.
To exercise this opportunity, you have to mention in your mains application, in which medium you are going to write the exam.

The UPSC has tried its level best to make it easy for the candidates to appear in the exams.
But sorry,as there isn't any provision as such,so as to allow a student appearing all the exams in Marathi.
(although there is a optional subject in the language section only)
You can only appear the exams in ENGLISH OR HINDI.
So you can start preparing in any of the two, which ever is easy.

Candidates have the option to write their answers either in English or in any one of the Eighth schedule languages.
The candidates, opting for Indian Language medium for the written part of the Civil Services (Main) Examination, may choose either the same Indian Language or English or Hindi as the medium for the interview.
