if Thapar University is recognized university under UGC then you are fully eligible to apply for the upsc civil services examination.

to apply for the exam your age should be between
21-30 years for general category
21-33 years for the obc category
21-35 years for the sc/st aspirants.


the civil services exam is two stages .
PRELIMINARY EXAMINATION
MAINS EXAMINATION

Yes, you can definitely appear for the IES examination. As the Thapar University is a UGC recognized Institute, you can apply for the UPSC's examination.
