Engineering course itself is very demanding, you have to prepare for your internal exams, practicals, mini projects, assignments, weekly test, semester exams etc. SO it is hard to find time for preparing civils exam which is much more demanding than Engineering. Further civil services requires a dedicated effort and great focus and concentration. Thats why coaching centres have replied that that education and preparation not possible simultaneously.
    Things to do:
    1) During your Engineering course, concentrate on CSAT.
Develop your skills on Quantitative aptitude, basic numeracy , reasoning skills. It will help you greatly in CSAT exam. It will also help you in preparation for your campus interview. For this follow any standard aptitude book like agarwal
    2) Develop your English knowledge skills- both spoken and verbal. This will improve your language and also be useful in CSAT comprehension questions.
    3) REad newspapers regularly

    Dear friend,

Right now because of your course work you may not be able to do full fledged preparartion.

so you can focus on clearing your basic concepts by reading basic books like NCERT.you have lot of basic books to read so you can spend time in finishing those before you jump in to the full time preparation.

once your basics are clear you can go in for high level books.

first finish reading ncert books and then go for high level reading.

you can also start enhancing your general awareness by reading newspapers and various magazines.

you should practice reading for longer hours.

Regarding the syllabus, upsc has changed the prelims pattern in 2011.
    The following is the syllabus

Paper I - (200 marks) Duration: Two hours

Economic and Social Development Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
General issues on Environmental ecology, Bio-diversity and Climate Change - that do not require subject specialization
    General Science.

Paper II- (200 marks) Duration: Two hours
    Comprehension
    Interpersonal skills including communication skills;
    Logical reasoning and analytical ability
    Decision making and problem solving
    General mental ability
Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level)
Data interpretation (charts, graphs, tables, data sufficiency etc. -Class X level)
English Language Comprehension skills (Class X level).

    Note -
Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper-II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.
The questions will be of multiple choice, objective type.
