    For serving govt. employees as you are, you are required to submit a declaration to the effect that you have informed your employer in writing that you are applying for UPSC. If your employer has any objection, then he/she has to raise objections with the UPSC within 45 days. And if no such objection is received, it is deemed that your employer doesn't object to the application.

    If I had been in your place, I would have simply gone ahead and submitted the declaration to UPSC without informing my employer. Since my employer doesn't know, he/she will not raise objections.

    yes,
    you can directly apply in the examination.
    but you can not get benefit of your last service.

    yes, you can directly appear in the examination, but problem is that you can not avail benefit of your past service. If there is no over age factor with you, no need to worry.

    for UPSC and SSC exams, All candidates, whether already in Government Service, Government owned industrial undertakings can submit their applications direct to the Commission.Persons already in Government Service,whether in a permanent or temporary capacity or as workcharged employees other than casual or daily rated employees or those serving under the Public Enterprises are required to submit an undertaking that they have informed in writing to their Head of Office/Department that they have applied for the Examination. In case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their application will be liable to be rejected/candidature will be liable to be cancelled.
    So solve the prbblem in you office amicably and then apply

    No Sir,

    If you a Government employee then you cannot apply for UPSC/SSC without NOC(No Objection Certificate) from the organization.
