    DSP -district Superintendent of Police
    DCP -Deputy Commissioner of Police
Name itself suggests that DCP is more powerful and higher rank in Police service. Both are equally respectable.
Those people who clear civil service (group 1) exam conducted by respective state commission such as MPSC, KPSC, GPSC etc and selected for police cadre are appointed as DSP of a district. A DSP is not an IPS officer. Only after 8-9 years of service a DSP can get promoted to IPS.
All IPS officers start their initial job as ASP (additional superintendent of police) . Depending on number of years of service, they will get promotions to higher cadre such as DCP,ACP etc. DCP is the police officer who is in charge of the police forces of a district
Usually after 10-13 years of service, an IPS officer can become DCP
