    Yes you can apply to Engineering services exam after completing your B.E. Degree in Intrumentation Engineering.

    Engineering Services Exam is conducted every year by UPSC to make recruitments to 4 categories namely
    -Civil Engineering
    -Mechanical Engineering
    -Electrical Engineering
    -Electronics and Telecommunication Engineering

    Eligibility :

    Age Limit :
    General category-21-30yrs on 1st August of the year of Exam
    OBC-21-33yrs
    SC/ST-21-35yrs

    Educational Qualifications :
    1.A Degree in Engineering/Equivalent from recognised University.
    2.M.Sc degree/equivalent with Wirelees communications,Electronics,Radio Physics
    or Radio Engineering as special subjects also acceptable for certain services/posts.

    Since you have a degree in Engineering(Instrumentation Eng.) from a recognised University you are eligible to apply.
