To become a District collector and any Commisioner level officer you have to be get succeed in Civil serivices then only you will be under IAS cadre.Only IAS officers only avail the chance to become a districe collector under merit secured in civil services.Civil services notification and start of application starts in the month of February/March.

You have to be apply online through UPSC commission's website:www.upsconline.nic.in.
