Yes you are fully eligible for UPSC civil services exam.

Eligibility Criteria is

should be graduate from a recognized university in any stream
(marks or percentage doesn't matter)

age should be 21 to 30 years
age relaxation for OBC candidate 3 years
age relaxation for SC/ST candidate 5 years

nationality- Indian

number of attempts-

general candidate- 4
OBC- 7
SC/ST- no limit

yes , off course IGNOU is a recognized university so you cam write IAS EXAM do not to worry.

if you have completed your graduation then you can apply for this.

your age should be above to 21 years.

Indira Gandhi National Open University (I.G.N.O.U) is one of the Indian recognized university.Distance mode Graduates are also eligible to apply for Civil services.

You have to apply for next year ie.,CSAT-2013 .

Issue of applications and release of notification by the commission in the month of February 2013...Must apply ONLINE only because commission will not accepting any another modes of apply....

Don�t worry you are eligible for the exam. Each and every degree which is complete from the recognized university is eligible for the exam.

IGNOU is the recognized university so don�t worry you are eligible for the exam. You can start your preparation for the exam.

There is no issue for the civil service exam the candidate completes the degree from the recognized university. IGNOU is one of the approved universities.

The notification of the civil service exam-2013 will be published in the month of the December-2012 or January -2013.

The preliminary exam may be held in the month of the May-2103 (because last year the preliminary exam also held in the month of the May).

The mains exam held in the month of the October.

In the preliminary exam two papers is held

Both of them are the general studies.

In the mains exam:-
1.
General English
2.
Language paper
3.
Two paper of the general study
4.
Four paper of your optional subject,
