Your past academic records do not affect you in upsc exams, you can apply for upsc exam and pass it if you do not fail.

Yes you can appear in the exam again

And it does not matter that you have failed to clear the exam

In the past and start a new preparation with a new energy

And with strong will power and confidence

And forget all the past things and start preparation with new power

But take care of one thing your age limit and number of attempts :

Age limit And Number Of Attempts:

For the open category the age limit is 21-30

And number of attempts given to them 4

And for the obc category the age limit is 21-33

And the number of attempts allowed is 7

And for the sc.st category candidates the age limit is 21-35

And the number of attempts allowed is unlimited

If you are filling the criteria then you can write the exam

if any one works with strong determination and with the will power definitely a candidate can crack the civil service examination .
Poor performance in the past does not have any relevance in the present if a candidate want to apply for the civil service exam because in the civil service exam there is no need of percentage and candidate with passing marks in the graduation can apply for the civil service.

the candidate have to follow some daily rules to crack the exam

increase his/her knowledge base in general knowledge
update himself/herself with the current affairs
study magazines
study news paper at the daily routine
solve the old question paper as much as candidate can solve
time management and hard work always pays rewards

Yes provided you don't repeat your poor performance in the upsc exams.If you are a graduate in commerce you can surely apply for upsc but after that you surely have to work very very hard to clear your basics about the various subjects of upsc,practice a lot and make yourself so much capable that no one can stop you from cracking the upsc exams.Hope that helps buddy.Good Luck!
