dear aspirant,

there is no change in syllabus or pattern for Civil Services exam that is conducted by UPSC for the posts of IAS, IPS, IRS etc. and Commission is not going to change it in near future.

the only one change in Civil Services exam is that Prelims exam is changed to CSAT(Civil Services Aptitude Test). Now there is no optional subjects in CSAT. There are two papers of General Studies are conducted now.

Sorry, we can't say any updated information until notification will be released by UPSC.
Notification will be released by UPSC for civil services is on 19 th February,2013.
After releasing of notification only we can get clear idea regarding Mains examination.
Until better to prepare for Preliminary examination.....

There is no change has been done yet in the pattern of IAS Civil services exams 2013 and the pattern of upcoming Civil services exams is following as :

There would be 9 following papers conducted by the UPSC board in the mains exam and only those candidates are eligible to appear for mains exam who have been qualified in the preliminary test of civil services :

1. Paper I - Indian Languages contains - 300 marks

2. Paper II - Separate for English Language and contains - 300 marks

3. Paper III - Essay writing and contains - 200 marks

4. Paper IV - General Studies - Contains 300 marks

5. Paper V - General Studies - Contains 300 marks

6. Paper - VI, VII, VIII and IX would be conducted on the basis of those two subjects which you would choose in the application for mains exam means each subject has two papers

For Indian Language paper you can choose any one of these following Indian Language :

1. Assamese, 2. Bodo, 3. Bengali, 4. Dogri, 5. Gujrati, 6. Hindi, 7. Kannada, 8. Kashmiri, 9. Konkani, 10. Maithili, 11. Malyalam, 12. Manipuri, 13. Marathi, 15. Nepali, 16. Oriya, 17. Punjabi, 18. Sanskrit, 19. Santali, 20. Sindhi-Arabic, 21. Sindhi - Devanagiri, 22. Tamil, 23. Telugu, 24. Urdu

You can choose any two of these following subjects for your mains exam :

1. Agriculture
2. Animal Husbandry and Veterinary Science
3. Anthropology
4. Botany
5. Chemistry
6. Civil Engineering
7. Commerce and Accountancy
8. Economics
9. Electrical Engineering
10. Geology
11. Geography
12. History
13. Law
14. Management
15. Mathematics
16. Mechanical Engineering
17. Medical Science
18. Philosophy
19. Physics
20. Political Science and International Relations
21. Psychology
22. Public Administration
23. Sociology
24. Statistics
25. Zoology

Total Marks for Mains exams - 9 papers : 2000

Total Marks for Interview Process - 300

2000 + 300 = 2300 marks and there is no addition of preliminary exam

Government also released notice but the pattern is still unchanged.

There was hustles and bustles that the pattern of UPSC civil services examinations will change from 2013 but it is not so.The UPSC civil services examinations will be conducted in the same pattern as it was previous.The following patterns of different stages of UPSC civil services examinations are:

Preliminary Examinations:

Main examinations

The third stage is personal interview.

Reasons why it may change:
1. When news for pre change came way back in 2010 (notification in 2011) it also mentioned about mains change in 2013. Two years lag so that aspirants get accustomed with the changed pre pattern first.
Also in various interviews this is being endorsed rather that rebuffed by UPSC chairman D P Agarwal.

2. Huge gap between Pre and mains (5 months and 21 days) is allegedly for resolving any implementation issues that may arise of the changed syllabus. At present they just have to come up with 1 page syllabus for Feb 2013.

3. UPSC DP agarwal sent out a clear signal in March 2012 when he said "change is inevitable" and "mostly" changed mains pattern will be implemented in 2013. So unless something really bad happens it would be implemented in 2013 (interview RTU, Kota: March 4, 2012). http://articles.timesofindia.indiati...commission-ans

4. Tenure of UPSC chairman D P Agarwal is being extended to 2013 allegedly for the Mains pattern change implementation.

5. Y.K. Alagh Committee and ARC had already recommended it's report to do away with mains optionals. Moving ahead, a high level panel has been set-up to finalize the details of new syllabus and pattern in December, 2011. This panel is looking into the minute details of what should be the syllabus and how it will be implemented.

Reasons given by people why it can't change:

1. Exam calendar for 2013 has been displayed and it shows mains having 21 days just like previous years.
Rebuttal : Just below the schedule it is also mentioned in red "THE DATES OF NOTIFICATION AND COMMENCEMENT OF EXAMINATIONS/ RTs ARE LIABLE TO ALTERATION, IF THE CIRCUMSTANCES SO WARRANT.
TO ALTERATION, IF THE CIRCUMSTANCES SO WARRANT."
Also it may still extend to 21 days with the same number of papers but with different syllabus replacing optionals and changing GS.

2.In an answer in Rajya Sabha on whether pattern will change, the reply was no change.
Reply mentioned "no change, at present" and said a committee has been appointed to look into pattern change. If you file an RTI Application to UPSC you would get the same response "no change at present" even 1 day before they officially announce it. http://164.100.47.132/lssnew/psearch...px?qref=119947

3. Once it submits its report it must be accepted by upsc and then sent to DoPPP for advertisement. This may take time especially in case UPSC does not accept few recommendations or wants more clarity on some issues. It may become really hectic to implement it in 2013 in that situation.
On the other hand if D P Agarwal wanted it to be implemented in 2013 then he must have defined the perimeter for the committee well and would be in constant contact to see that the recommendations are actually in line. It will surely be a prestige issue for him. He would definitely not like the new upsc chairman to get the limelight of the work done completely and aggressively by him.

My inference: By December end 2012 if you do not get any information from UPSC then expect 2013 to be the same. Proper notification will come in Feb but whether it is changing or not may be declared earlier. And yes I am little biased towards pattern change in 2013.
