Once you clear UPSC civil service exam with a top rank, you will become an officer of Indian Administrative services (IAS). IAS officer after one or two promotions become DM of a district. You do not have to do to become a DM after entering into IAS. You will be promoted automatically to the post of DM. But, it is not possible for you to choose the district. Only you can choose the state while filling mains form and if you manage to secure very high rank, then there are chances that you can get a state of your choice. You might have heard about transfers of IAS/IPS officers in your state. The transfers are in the hands of State govt. The CM of state can give orders to transfer any officer but only within that state.
