Sure you can prepare for the IAS exam after the Intermediate. Actually the IAS exam you can eligible after the Graduation. After the Graduation you are eligible for the exam but you can prepare for the exam now on wards.

You have to study with the good books which are best such books and also take the help of the seniors
If possible collect the all the previous question papers and solve all the questions
As much as possible prepare the group study
try to set the good time for the study daily

Dear Aspirant
If you want to Appear in IAS you must clear following conditions
-you must be Graduate
-Must have age b/w 21-30 years
-must be Indian
if you possess all these conditions then you can apply for IAS.
According to your question you ate doing PUC,actually I have no
idea what it is,if it a graduate coarse and provides you graduate degree
then you can surely apply for IAS
