Dear, its nice to know that you have complete your 12th with science. But if IAS is your ultimate dream then why you want to be an engineer. Go for arts stream which is easier and scoring in Civil Services Exam. If you choose engineering subjects and want to survive as an Engineer than go ahead. But be clear yourself and set your target any one of them....from right now....Otherwise you got nothing.....Good Luck...

When to start preparations for it? as you have just finished your 12th and your are interested in IAS i wanna tell you that graduation or engineering in any stream or subject will make you eligible to apply for the upsc civil services examination. so don't get confuse over your decision of the taking the stream for engineering . i think you should take such stream in which you are fully interested and you think you are comfortable with or the stream that can help you for the preparation of your civil services examination. upsc civil services examination needs at least a year for a good well drilled preparation . as for now you can start your preparation right now also. the civil services examination is carried out in two phases PRELIMINARY EXAMINATION MAINS EXAMINATION for the preliminary examination i think you can start preparing right away. for this you can start reading a news paper that will keep you alert about the changes occurring in our country and the world . general awareness and current issues are are very important for this examination you should be aware of that. you can study various books on general knowledge for the general ability est of the preliminary examination. there are various magazines like CSR, READER DIGEST,INDIA TODAY etc that really helpful for the examination point of view. while for the MAINS EXAMINATION you may know you have to select the best possible combination of the subjects allowed by upsc for the mains examination. for this part of the examination you should maintain a good command over those subjects from now on wards . so refer the best books you can ,make yourself conceptually and logically accurate so that you do not prove to be false in the examination.
