There is only one relation between RRB( Railway recruitment Board ) and SCRA (Special Class Railway Apprentice Exam) that both of these Exams are for recruitment in Indian Railways.
Otherwise RRB Conducts it's Exams by itself while SCRA Exam is conducted and managed by UPSC.
The SCRA Exam is conducted annually by UPSC and it has following eligibility criteria:
Intermediate or Senior Secondary (12 years) Examination under 10+2 pattern of School Education or equivalent with Mathematics and at least one of the subjects Physics & Chemistry as subjects of the Examination in 1st or 2nd Division.

There is no relation of RRB and SCRA of UPSC. The RRB stands for Railway Recruitment Board whereas SCRA stands for Special Class Recruitment Apprentice. Though the both are related to the same railway department. But both are different. The RRB conducts the different types of examination for filling up the various posts, where the qualification is from 10th to graduation. But the UPSC conducts the SCRA examination where the qualification is only 10+2 Science. The RRB also stands for Rural Regional Bank which is totally different from SCRA. Best of Luck
