ips is related to security and maintenance of law and order
both of them enjoy an equal position
IAS is more powerful than IPS because IAS implements policies and rules in district which governs development of city or village while IPS offices are designated for restricted area such as investigations only. IAS can take assistance of IPS officers in order to flow his work smoothly but IPS have to take assistance of IPS only, they can not go for IAS in most of the cases. In simple words IAS offices are government movers where as IPS officers are government protectors.

IPS post is Indian police services.
You can join These after graduation degree.
You have to apply IAS exam to become IAS officer, IPS exam for IPS officer.
both these post are conducted by UPSC.
If you are physically fit(height-165 cms, weight-as compare to height and chest-80 cms), then you prefer IPS exam.
Education Qualification as well as age limit is same for these two exam.
Based on your thought and physical standard, you have to choose one of them exam.
